IA Renewal Training Course Providers

I received notice because I am the point of contact for, or the holder of, one or more accepted IA Renewal course “acceptance” number(s) currently listed on the FAASafety.gov website. All course acceptance numbers are subject to FAA Order 8900.1, Volume 3, Chapter 56, Paragraph 3-4518. This is the policy and guidance for the IA Renewal Course Coordinator (IA RCC) in regard to FAA accepted IA Renewal training courses.

Between January 15th and March 31st the FAASTeam will be performing a quality assurance “scrub” on the accepted IA Renewal courses in the published IA Renewal Courses list. They plan to have their audit completed by April 1, 2015 so the next IA renewal signature cycle will begin with a “clean” list that contains only courses that meet the intent, needs, and requirements of the Order. This will include my IA renewal course I teach.

After April 1, 2015, the FAA will be rescinding any acceptance numbers for courses that are conducted by a manufacturer or its authorized representative on its Type Certificate (TC); Supplemental Type Certificate (STC); Technical Standard Order (TSO); or Parts Manufacturer Approved (PMA) product, component, or accessory. This will means that after April 1, 2015 the FAA will no longer be providing nor maintaining a list of accepted course numbers for IA renewal courses that meet the intent of Order 8900.1 Volume 3, Chapter 56, Paragraph 3-4518(B)(4). I should mention my course does meet the intent of the order, but it is up for renewal and I have to resubmit for renewal with updates.

Any courses that do not meet those requirements after April 1, 2015 will be dropped from the FAA accepted IA Renewal course list until such time as the requirements for course acceptance have been re-established.

In response to this quality assurance action plan, the FAA is requesting everyone who holds an IA Renewal Course acceptance number to provide them with the following:

1) a list of courses/course numbers that meets the intent of Order 8900.1, Volume 3, Chapter 56, Paragraph 3-4518(B)(4) for which we have previously given an acceptance course number. These are the courses conducted by a manufacturer or its authorized representative on its Type Certificate (TC); Supplemental Type Certificate (STC); Technical Standard Order (TSO); or Parts Manufacturer Approved (PMA) product, component, or accessory. After April 1, 2015, those courses will no longer be included in the on‐line “accepted course” list.

2) Resubmit (for courses that received an acceptance course number prior to January 1, 2013) the required documentation pursuant to the intent of Order 8900.1, Volume 3, Chapter 56, Paragraph 3-4518(D)(1) for each course number that you intend to continue teaching after April 1, 2015. These are the same documents that was submitted with the applicant’s initial request for course acceptance.

With the upcoming IA renewal in March 2015, if you attend an IA accepted renewal course make sure and check the date the course expires on your certificate. The course number and expiration date is required to be on all IA attendance certificates, make sure you check your attendance certificates.

Thanks for this heads up Stache, can you provide an FAA reference
document for this? I have pointed this out to a manufacturer that provides training and plan to use it for IA renewal and they say they are not aware of this. It would be helpful to provide them with some guidance.

Thanks!

Sorry, but I do not have the exact reference document in hand. I received this notice from the FAA only because I have an accepted IA renewal course. I have contacted the Point of Contact for IA renewal courses and have not received a response yet.

I am sure the new guidance will be published I the FAA Order 8900.1:
Dated: 08/25/2014 Change 90
Vol. 3 GENERAL TECHNICAL ADMINISTRATION
CHAPTER 56 method of Inspection Authorization Refresher Training Acceptance and Renewal
Section 1 - Information and Policy

The FAA can make a change to their policy and change the above order and it appears that is what there are doing with the internal audit from the FAAFAst Team reviewing all 8-hour refresher courses. I will expect to see the change post in the 8900.1 first, but it may not be since I received notice by e-mail already on my course.

When I have more information I will post it.

Thanks! I think I see the problem. Currently, FAA accepts manufacturer's training on their product for IA renewal purposes via an internal letter. So, they don't have approved course numbers and most likely did not receive the same notification that you did.

As I understand your first post, after April, manufacturer's courses will no longer be accepted for IA renewal unless they apply for and receive approval like all other training course providers.
