We asked the FAA the following:
I notice that the FAA Airworthiness Directive database is still showing two separate instances of AD 2012-10-52: The original Emergency version and the subsequent permanent version. (see image below.) This is an apparent departure from your normal procedures, and many of our customers are asking if they need to comply with both of these separately.
Is there an error with the database, or is there something about this AD which requires separate entries?

The RGL replied:
That's standard for all our Emergency ADs (EAD) (e.g. 2014-06-51). The Federal Register version (FRV) is issued to invite comments and as an amendment to 14 CFR Part 39. And I'm not an authority on AD compliance, but as far as I know, if you've already complied with the original EAD, you've also complied with the FRV. You might contact your local ACO or FSDO for clarification on that.
